Former Treasury Principal Secretary, Kamau Thugge, was among 28 senior state officers who were charged over Sh 19.5 billion Kimwarer and Arror dams’scandal on Tuesday. Thugge and his former boss , Henry Rotich, appeared before Anti-Corruption Magistrate , Douglas Ogoti, where they denied the charges of looting public money and they were released on a cash bail of Sh 15 million or a bond of Sh50 million.
